Macroeconomic Effects of Catalan Fiscal Deficit with the Spanish State (2002-2010) (?)
Catalonia yearly contributes to the Spanish State solidarity interterritorial redistribution funds: in 2001 a 8’9% of Catalan GDP, considering the difference between what the Spanish State collect in taxes and what it expends and invests in Catalonia. Because of these yearly fiscal deficit with Spain, Catalonia is loosing its capacity to grow faster and the opportunity to converge more quickly with the EU core regions. In this paper, using a VAR model it is simulated which could be the Catalan GDP growth in the period 2002-2010, if there were a reduction of the yearly Catalan contribution to the Spanish State: the results obtained show that Catalan GDP would easily reach at 2010 the GDP per capita level of the most developed EU regions.
L'Institut d'Educació General de Prat de la Riba. Higiene i civisme (1414-1923)
L'Institut d'Educació General fou concebut com a entitat autònoma de formació
higiènica, cívica i moral d'adults. Va ser fundat el maig de 1914 per Enric
Prat de la Riba, primer president de la Mancomunitat de Catalunya, quan aquesta
s'acabava de constituir. Durant els cinc anys següents la nova entitat restà sense
funcionar. El maig de 1918, Eugeni d'Ors, director general d'Instrucció Pública
de la Mancomunitat, n'assumí la direcció i proposà la designació d'una Comissió
d'Educació General amb vuit figures representatives dels orfeons, dels ateneus,
del cooperativisme, de les associacions professionals d'assalariats, dels serveis sanitaris,
del periodisme social i de la promoció de l'escola catalana. També s'encarregà
a Ramon Rucabado la presentació d'un programa d'actuació. La Comissió no
es constituí fins a un any després. El 1920 Jaume Bofill i Mates substituí Eugeni
d'Ors al front de la Comissió i en foren designats dos vocals més. Els secretaris
executius de la Comissió foren, successivament, Joan Crexells, Heladi Homs i
Lluís Bertran i Pijoan. Entre els programes de la Comissió destaquen les conferències
populars. Entre finals de 1921 i finals de 1923 se'n donaren 203 a 76 poblacions
amb 71.120 oients en total. Només set de les conferències es donaren a la
ciutat de Barcelona. Els dos blocs temàtics principals van ser el d'història de Catalunya
i l'higienicosanitari. La publicació d'una de les conferències, La defensa
de la família, de Ramon Rucabado permet analitzar la ideologia moral predominant
a la Comissió, una concepció massa conservadora en relació amb el context
de lluita de classes i d'exigència de canvi social de l'època. Entre els altres programes
destaquen la subvenció de la formació musical als orfeons per a evitar el
descens del seu nivell, la campanya contra les mosques i la de defensa dels ocells
beneficiosos. L'Institut d'Educació General seguia el model de la Societat de Conferències
Populars de França i de l'extensió universitària britànica. Es trobava a
mig camí entre el tipus de l'antiga societat econòmica d'amics del país, procedent
del vuit-cents, i el futur Comissariat de Propaganda de la Generalitat dels temps
de la Guerra Civil de 1936-1939.The Institute of General Education was conceived as an autonomous body for
the hygienic, civic and moral education of adults. It was founded in May 1914 by Enric
Prat de la Riba, the first president of the Mancomunitat de Catalunya, the Catalan
administration, when this latter body had only just been formed. For the following
five years the new entity would remain closed but in May 1918 Eugeni dOrs, general
director of Public Instruction of the Mancomunitat, took over its management. He
proposed the designation of a General Education Commission with eight members
representing the choral societies, cultural associations, cooperative movements,
wage-earning professional associations, health services, social journalism and promoters
of the Catalan school and he entrusted Ramon Rucabado to organise a
programme of action. The Commission was not formed until one year later. In 1920
Jaume Bofill i Mates replaced Eugeni dOrs at the head of the Commission and two
more members were appointed. The executive secretaries of the Commission were,
successively, Joan Crexells, Heladi Homs and Lluís Bertran i Pijoan. Featured among
the programmes of the Commission were the popular conferences. In total, between
the end of 1921 and the end of 1923, 203 talks were delivered in 76 towns with a total
of 71,120 people attending. Only seven of the conferences were given in the city of
Barcelona. The two main subject blocks were the history of Catalonia and questions
of hygiene and health. The publication of one of the conferences, The Defence of the
Family by Ramon Rucabado, enables an analysis of the dominant moral ideology in
the Commission, an overly conservative conception in relation to the context of class
struggle and the demand for social change of the period. Other noteworthy programmes
include the subsidy for musical education in the choral societies, to avoid a
drop in standards; the campaign against flies, and the defence of useful birds. The
Institute of General Education followed the model of the Society of Popular Conferences
of France and the University Extension Movement in Great Britain. It is found
halfway between the old type of Economic Society of Friends of the Country, from
the nineteenth century, and the Propaganda Commission of the Generalitat from the
times of the Civil War (1936-1939)
La Crisi econòmica dels anys trenta del segle XX
La Gran Depressió afectà Espanya i Catalunya menys que altres països que estaven més integrats en l'economia mundial, però dificultà la consolidació de la Segona República de 1931. La política econòmica s'aferrà a la paritat amb el franc francès, que no es devaluà fins el 1936, a diferència de la lliure esterlina i el dòlar. L'estabilitat del sistema financer fou notablement superior a la d'altres estats. Però la política econòmica republicana no fou deflacionista de
manera efectiva, com ho indica la persistència del dèficit pressupostari, a més de la moderació comparativa de la baixa de l'índex de preus. La conjuntura econòmica negativa agreujà les dificultats derivades de problemes estructurals.
La intransigència política i la manca d'un consens bàsic van ser tan importants com l'impacte de la crisi econòmica en el final tràgic de la Segona República i del primer règim autonòmic català contemporani. El seu destí no es pot descontextualitzar del marc de la denominada guerra civil europea de 1914 a 1945 i del qüestionament de la democràcia parlamentària davant el dilema feixisme o comunisme, encara que cal continuar donant la primacia als factors interiors sobre els exteriors, si bé sense un criteri determinista.The Great Depression affected Spain and Catalonia less than other countries that were more integrated within the world economy but it made it
difficult to consolidate the Second Republic of 1931. Economic policy held on to parity with the French franc, which was not devalued until 1936 unlike the pound sterling and the dollar. The stability of the financial system was notably
greater than in other countries. But the Republics economic policy was not effectively deflationary, as seen in the persistence of the budget deficit as well as the comparatively moderate fall in inflation. This negative economic situation aggravated the difficulties resulting from structural problems. Political intransigence and a lack of fundamental consensus were as important as the impact of the economic crisis in the tragic end to the Second Republic and the first autonomous regime for Catalonia of the modern era. Its fate cannot be
analysed separately from the background of the so-called European civil war from 1914 to 1945 and from the questioning of parliamentary democracy given the dilemma of Fascism or Communism, although we must still prioritise internal factors over external ones, albeit without any determinist stance
